Find the authors who have done interesting or important work in the field.
Check their publications to find out where they did this work. (Consult with a librarian to located publications.)
If the work was done at a university, then rank that university higher. (It would be prudent to check if a researcher is still at the university.)
If the work was done in the past few years, then find out the universities attended by the researcher. Databases like Dissertations Abstracts or WorldCat can help track down this information.

The Robert Noyce Scholarship - Scholarship that is a National Science Foundation funded program seeking to recruit and train science and math majors to help meet the need to prepare today's college students to become tomorrow's exemplary teachers. Particularly interested in making this opportunity available to students who have been under represented in the science community, especially those who are English language learners. There are 15, $20,000 scholarships available for this two year program that involves earning an MST degree and a teaching certificate.
